Critical infrastructure should not depend on informal knowledge transfer alone. Data-center teams need a controlled competence framework that links each role to required knowledge, practical skills and authorization limits.
Define role competence
Each operational role should have a documented competence profile covering technical systems, procedures, safety, emergency response, escalation and documentation responsibilities.
Assess competence, not attendance
Training completion does not prove competence. Assessment can include written tests, supervised practical tasks, scenario exercises and observed performance.
Control authorization
High-risk activities such as electrical switching, generator intervention, UPS bypass and fire-system impairment should be limited to specifically authorized personnel where applicable.
Use refresher and change-driven training
Competence should be refreshed periodically and whenever systems, procedures or responsibilities change materially.
Maintain evidence
Training records, assessment results, authorization status and expiry dates should be controlled so managers can confirm whether a person is currently qualified for a task.
